Tuesday, September 29, 2015- Nelson Enterprise Technology Services (NETS), a certified Service Disabled Veteran Owned (SDVOSB) and 8(a) Small Business, came to a 2 year agreement with the Department of State, providing services to make digital media accessible to individuals who are deaf or hard of hearing. This agreement includes closed or open captioning that is synchronized to video that effectively conveys the dialogue in the video and satisfies compliance with Section 508 of the National Rehabilitation Act. This Act gives individuals with disabilities, who are Federal employees, access to the use of information and data that is comparable to the access and use of the information and data by Federal employees, whom are not individuals with disabilities.
An integral part of U.S. Department of State foreign policy implementation requires the extensive use of audio/visual communications tools comprised of computer-based training. As one part of its compliance with Section 508 of the Rehabilitation Act of 1973, the scope of the Video Captioning Implementation Project includes establishing the system necessary to caption the Department’s unclassified video content, including live and post-production videos and multimedia players.
